PPB HISTORY

2004

Public Procurement Bureau is formed as a state authority without a legal entity within the Ministry of Finance which cares for the public procurement system and implementation of the law on public procurement.


7th of April 2004

Law on public procurement enters into force (Level of compliance with the EU directives 50%)


1st of May 2004

Within the Ministry of Finance Department of the public procurement system was constituted as a transitional organizational form, to the constitution of the Public Procurement Bureau.


2006

Introduction of information system for public procurement and electronic procurement system.


2008

New law on Public Procurement (high level of compliance with the public procurement legislation of the EU according to the European Commission).


2008

Expansion of the scope of operations of the PPB in the field of carrying out trainings for public procurement officials.


2009

Establishment of a single electronic system for the implementation of the public procurement (ESPP) which includes publication of contract notices, notifications for contracts concluded,


01.09.2009

In order to improve its functioning, the Public Procurement Bureau obtains the status of legal entity as an authority within the Ministry of Finance.


2009

With a decision on establishing working groups for preparation of the National Program for the Adoption of the Law of the EU and preparation of negotiating positions for negotiations on EU membership, Public Procurement Bureau was appointed as the managing institution of the Working Group for Chapter 3.05 Public procurement.


March – November 2009

the first cycle of the training Program and sertification of trainers was realized.


January 2010

Integration of the Information system for public procurement and Electronic system for public procurement (IISP and ESPP).


2011

The good experiences with education in public procurement resulted in mandatory certification in each contracting authority in the public sector in order to strengthen the administrative capacity and knowledge of individuals working in public procurement.


2012

In cooperation with the German Federal Ministry of Economics and Technology the Public Procurement Bureau successfully implemented the Twinning Project IPA 2008 “Support to the Public Procurement System” funded by the European Commission.


2013

According to the Methodology “barometer of the quality of institutions” the Electronic procurement system has won the award for best implemented project of e-government.


01st of May 2014

Establishment of the Public Procurement Council – a new body within the Public Procurement Bureau.


2016

Public Procurement Council separates from PPB and becomes an independent state body with a status of legal entity.
